As Uganda prepares its fourth National Development Plan (NDP IV) for 2025-2030, UWASNET engaged its member organizations to develop this comprehensive position paper representing the collective voice of civil society organizations working in Water, Sanitation, and Hygiene (WASH), environment, and natural resources management. The document builds on critical lessons learned from implementing the previous three NDPs (2010-2025) and presents a strategic pathway for transforming Uganda’s socio-economic landscape through sustainable WASH and environmental management.

Strategic Analysis and Actionable Solutions

This position paper provides a thorough analysis of Uganda’s development trajectory over the past 14 years, highlighting both achievements and persistent bottlenecks that have limited progress.
